Egypt's Irrigation Minister Mohamed Abdel-Muttalib and his accompanying delegation returned home Tuesday from Addis Ababa, where talks on Ethiopia's multi-billion dollar hydroelectric dam project seem to have hit snags, again.

Upon arrival, Abdel-Muttalib said Ethiopian officials turned down all proposals to narrow the gap between the two sides.

"All proposals tabled by Egypt to end the pending problems were met with unjustified rejection and intransigence which prove that the Ethiopian side is not taking the issue seriously," the Irrigation Ministry said in a later statement.

Neither the minister nor the statement revealed the Egyptian proposals.

Egypt proposes the formation of an international expert committee to give a neutral opinion about the dam's potential impact on Egypt's water share.

Plans by Ethiopia to build a hydroelectric dam, called the Renaissance Dam, over the Blue Nile where most of Egypt's Nile water revenues come, has sent shockwaves down the Nile Delta and the valley in Egypt.

Nile water distribution among the countries of the Nile basin used to rest on a colonial-era agreement giving Egypt and Sudan the lion's share of Nile water.

Citing development ambitions, Ethiopia insists it needs to build a series of dams to generate electricity both for local consumption and exporting.

It maintains that the new dam can be of benefit for the two downstream states of Sudan and Egypt, which will be invited to purchase electricity generated by it.

Egyptians didn't come with good intentions, from the start. The Egyptian Water and Irrigation minister told Egyptian media that the meeting was requested by his Ethiopia, while the fact was that he himself asked for it, according to twits by the Ethiopian Water minister @ALEMAYEHUTEGENU. Egyptians are only trying show the world that they have exhausted all diplomatic means available for their excuse on a planned aggression, one way or another. Detrimental geopolitical calculation!

This article never mentioned the proposal of the international panel of experts by the panel of experts from Ethiopia, Sudan and Egypt. It is there the Egyptians were challenged. The plan already concluded that the dam will not have significant impact on the water flows of Nile. Why Egypt now needs another study? They have already agreed in the formation of that panel. They just have to bind on their proposal or let them openly say that they are against Ethiopia's development efforts.

Do Egyptian officials want Ethiopia to accept relics of 19/20 century colonial agreement that gave 0% water to Ethiopia while contributing more than 80% to the nile waters? Let alone now in the 21 century, Ethiopia never recognized such absurd proposals!

Egypt with its 2 billions dollar aid from American can be classified as a poor but only poor as any developing countries. Thanks to the vissionery leaders in Ethiopia, Uganda, Tanzania and Kenya, the region is developing very fast. The region has attracted more investment from China and India. The clock is ticking. The region should develop their land and use more irrigation to export more food to the rest of the world. This will faciltate growth and development. Whether Egypt likes it or not

Ethiopia did not sign any agreement with Egypt which was a colony for centuries. Ethiopia having been an independent country in human history, Not Great Britain or the Turkey empire did not represent us. Full stop.Now we are attracting more investment from China and India, we can use our full potential. If Egypt or Eritrea believe that they can fight Ethiopia, bring it on. It is a blessing to live in polarised world. Btween USA/ Europea and China and India who is after business.

Where is the issue of the cooperative frame agreement Egypt has to sign? I remember this was the precondition for formation of International Panel of Experts by Ethiopia at first. But Ethiopia was generous enough to cooperate with Egypt to form IPoE leaving its precondition that egypt has to sign and when the recommendation comes, egypt continue with its same old fashioned idea. After all egypt is not ready for anything but the clock is ticking and the favor is on Ethiopia's side.

Ethiopia should never cooperate with egypt again unless Egypt signs the cooperative frame agreement (CFA) signed by the majority of Nile basin countries. How come otherwise they come in to consensus without acknowledging Ethiopia's share of nile water.

A solution between ethiopia and egypt occurs if either egypt denounce its colonial era agreement and cooperate by signing the CFA negotiated for 10 years by nile basin initiative countries or ethiopia accepts egypt's colonial era agreement and be the only country under colonial rule of egypt in the 21st century.
