EU reserves legal right on Czech-U.S. air pact

The European Commission said on Wednesday it reserved the right to take legal action over the Czech Republic's signing of a bilateral pact with the United States on security arrangements for transatlantic flights.

"The Commission obviously reserves its right to take appropriate action," a spokesman for the EU executive said of a memorandum of understanding signed on Tuesday during a visit by Czech Prime Minister Mirek Topolanek to the United States.

"Acting collectively gives the whole of the EU better bargaining power and in any event European Commission competence is not negotiable."

The European Union executive has appealed for member countries to allow negotiations with the United States to take place at EU level to prevent a proliferation of different national agreements covering security arrangements.
