Ahmed Mohammed Ahmed Haza al Darbi faces charges that include conspiring with others to attack civilians and to commit terrorism.
Al Darbi is the brother-in-law of a September 11, 2001 hijacker. He is accused of plotting attacks on a vessel in the Strait of Hormuz off the Yemeni coast.
Proscutors allege that Al Darbi allegedly bought a GPS device and a boat to prepare for an Al Qaida attack between 2000 and 2002.

A Guantanamo Bay detainee from Saudi Arabia who allegedly trained at an Al Qaida camp, faces terrorism charges, the US Office of Military has said.
