Hungary's Prime Minister Ferenc Gyurcsany announced changes to his cabinet at a news conference on Friday, naming current labor minister Peter Kiss as the head of the Prime Minister's Office in place of Gyorgy Szilvasy.

Hungary's Prime Minister Ferenc Gyurcsany announced changes to his cabinet at a news conference on Friday, naming current labor minister Peter Kiss as the head of the Prime Minister's Office in place of Gyorgy Szilvasy, the MTI News Agency reported.

Szilvasy will become minister without portfolio in charge of civilian secret services, Gyurcsany said.

The government's Commissioner for Development Gordon Bajnai will replace Monika Lamperth as Minister of Local Government and Regional Development, while Lamperth will take over Kiss' role as Minister of Welfare and Labor.

Tibor Draskovics, former head of the Government 's Reform Committee, was also named as minister without portfolio in charge of public administration.

Agnes Vadai will become state secretary at the Defense Ministry to replace Imre Ivancsik, who will became state secretary to Szilvasy.

"The changes are not about personal issues, but a shift in functions and levels of responsibility," Gyurcsany said.

A new policymaking cabinet will be set up, where the economic, social and security sections will be represented and leaders of the coalition parties will also be present, he said.

The Government Reform Committee will provide the basis for a new strategic political consultative body to the prime minister, he added.
