The architect of the constitutional law bill, Professor Özbudun of Bilkent University, said: "the parliament speaker and the chief of the general staff may be tried."

The constitutional law has not yet contained any provisions about whether the chief of the general staff and the parliament speaker may be tried for the crimes about their duties.

No state governed by the rule of law has authorities who can never be tried.

The chairman of the committee preparing the new constitutional law, Professor Özbudun, said: "we have included a new provision in the constitutional law; the chief of the general staff and the parliament speaker may be tried."

Referring to the question if the possibility to interfere with the politics is lifted with this amendment, the architect of the constitutional law bill, Professor Özbudun, said: "the constitutional law and the laws do not grant means of interference in any of the democratic systems. It does not exist today. Interference is an illegal action."

"The constitutional law has not contained any provisions about where the chief of the general staff and the parliament speaker may be tried for the crimes about their duties. No state governed by the rule of law has authorities who can never be tried. Even the president may be tried in case of treason at the Supreme Court. So, there can never be any authority which is immune to the authority of jurisdiction. A gap has been filled in this part of the constitution."
