The People's Mujahideen Organisation of Iran (PMOI) won a seven-year legal battle on Wednesday when judges at Britain's Court of Appeal dismissed a government challenge to the earlier ruling.
The government said it was disappointed to lose the challenge.
"Iran's Foreign Ministry spokesman strongly condemned this ruling ... and said it lacked any legal basis and was due to Britain's double standards on the issue of terrorism," the official IRNA news agency said.
Western analysts say the group has little support inside Iran because it joined Iraqi forces during the 1980-88 war between the two neighbours.
"The vast activities of this terrorist group against the Iranian people and officials are clear for all," IRNA quoted Foreign Ministry spokesman Mohammad Ali Hosseini as saying.
