Mohammad-Ali Hosseini told reporters in Tehran that the formation of the IAEA delegation was not yet clear.
An IAEA delegation headed by chief inspector Olli Heinonen visited Tehran twice last month.
Asked about the upgraded incentive offer by the United Nations Security Council's permanent members and Germany, aimed at persuading Iran to suspend uranium enrichment activities, the spokesman said that no offer has yet been received.
He also said that Tehran has not received any indications that the offer would be delivered by European Union foreign policy chief Javier Solana.
While calling on the West not to repeat its previous policies, Hosseini once again stressed that Iran would not accept any conditions by the West and said Iran has irrevocable right to continue civil nuclear projects, including uranium enrichment.
The spokesman also referred to the Iranian proposal package and said that it would be forwarded to the world powers once the package was completed.
