Israel declared areas around the Gaza Strip a "closed military zone" on Monday as an Israeli offensive in the coastal territory entered its third day, killing more than 300 Palestinian.
A military spokesman said the new policy meant that civilians, including journalists, may be barred from a buffer zone of 2km to 4km (1-2 miles) from Gaza.
The move closes the roads in the area to all except local residents, he said.
In the past, such moves by the army have been followed by ground incursions in Gaza, a Palestinian enclave where the military has been pounding for three days.
Israeli tanks have been massing on the border of Gaza since Sunday.
