Istanbul has been ranked 23rd in the Mercer's 2008 Cost of Living survey.

According to the survey, Moscow is still the most expensive city for expatriates while Asunción in Paraguay is the cheapest.

Moscow was followed by Tokyo and London in the list in which European and Asian cities dominated the top 10.

Istanbul, which was ranked 38th in last year's list, became the 23rd most expensive city in the world.

Weakening of US dollar caused significant changes in rankings, experts said.

It is the world's most comprehensive cost of living survey and is used to help multinational companies and governments determine compensation allowances for their expatriate employees.
