Defense ministers of 26 allied countries converged to Polish city of Krakow to review ongoing operations and the Alliance 's transformation during informal discussions.
During the discussions, the focus will be operations in Afghanistan, Kosovo, and also piracy and what role the Alliance might play in the near future countering this threat.
US defence minister urged again bloc to increase numbers of troops in Afghanistan where hundreds of civilian were killed in US-led air attacks and night raids.
"The message is that it is a new administration and (it) is prepared to make additional commitments to Afghanistan. But there clearly will be expectations that the allies must do more as well," Gates told reporters.
National Defense Minister Vecdi Gonul is representing Turkey at the two-day meeting in preparation for the upcoming NATO Summit to be held in Baden-Baden and Kehl, Germany, and in Strasbourg, France on April 3-4.
On Friday, the ministers will take stock of the Alliance's ongoing transformation, including the implementation of the NATO Response Force, and discuss the Headquarters' reform led by the Secretary General.
