Abbas' choice to lead the new administration, Salam Fayyad, was present at the swearing-in.

Abbas decision to appoint a new administration effectively leaves the Palestinians with two governments - the new one, sworn in Sunday and based in the West Bank, and one, based in the Gaza Strip, headed by the Hamas movement, which refused to accept Abbas' decree of Thursday dissolving it.
