Voters headed to the polls Monday to determine political leadership in towns and counties for the next four years, Aftenposten reported, noting a low voter turnout was predicted because of a lack of enthusiasm for candidates and the issues.

A poll conducted during the last national election in 2005 found many undecided voters just days before the election. Among those polled, 85 percent who said they voted for the Liberal Party said they decided only a day or so before the election, Aftenposten reported.

Researchers said up to 10 percent of Monday's voters were expected to head to the polls undecided.
