Two of the dead were children, according to sources, after an explosion form a central heating facility on Monday caused the five storey building to partially collapse.
Armed forces headquarters in Ankara, Turkey's capital, declined to comment, but the incident is not thought to have been other than an accident.
Turkey has seen several blasts from faulty gas-powered central heating units in the past.
The blast occurred at 8am (0600 GMT), according to Turkey's Anatolian news agency.
