Turkey needs second parliament for new constitution, says Toptan

Turkish Parliament Speaker Koksal Toptan has said that Turkey needed a new constitution that could meet its requirements, adding that a second parliament should be formed to prepare the new constitution.

In an interview with the private Samanyolu TV Channel, Toptan said, "following the local elections in March, I am planning to take initiatives to form a parliamentary commission of compromise for a constitutional amendment. I hope that we can make a modern arrangement and succeed in adapting the Venice Criteria into Turkey's own conditions."

"I think that we need to form a second parliament to prepare a new constitution. This parliament could be formed by 150 people, 50 of whom from relevant non-governmental organizations and the remaining 100 from the elected deputies. They can prepare a new constitution. This could be easier than a constitutional amendment," he said.

Asked about the developments during the World Economic Forum in Davos, Switzerland, Toptan said, "our stance in Davos was not political, but humanitarian. We displayed our respect to 432 children killed in Gaza. It is not correct to assess our attitude on the basis of some political purposes. Therefore, I do not think that such a stance would have negative impacts."

"Turkey has always displayed its political will to find a solution to the Israeli-Palestinian dispute. It was Turkey which brought together the two parties at a negotiation table. Everyone should fulfil their responsibilities to put an end to clashes in the region. Turkey will maintain its stance without nurturing enmity towards anyone," Toptan added.
