Turkish Election Head: 20 percent rate enough for referendum

"There are no requirements in the constitution or any other law in Turkey regarding the participation of voters in a referendum," Chairman of the Higher Electoral Board (YSK) Muammer Aydin said on Thursday.

Aydin commented on whether there was a majority requirement in the constitution or other laws concerning the participation rate and pointed to the remarks claiming that there would be "a problem of legitimation" if participation rate is below 50 percent.

"In accordance with the related law, even if the participation rate is 20 percent, simple majority of votes would be enough for a result," Aydin affirmed.

According to Law No. 3376, if more than half of the valid votes in a referendum are "Yes", it will be considered that Turkish public accepted the constitutional amendment.
