A prosecutor in Ankara claimed nonjurisdiction in an appeal to probe Yusuf Ziya Ozcan, chairman of the Higher Education Board, over a communique he sent to rectors to allow female students wear headscarves at universities in the wake of the approval of two constitutional amendments on the issue.
A number of deputies from the main opposition Republican People's Party (CHP) earlier complaint that Ozcan misused his powers by asking universities to lift the headscarf ban.
The prosecutor sent the complaint case to National Education Ministry which would decide whether to appeal to a higher court for further investigation.
