Venezuelan President Hugo Chavez said on Sunday that American relief efforts in Haiti had fallen short and told U.S. President Barack Obama to "send vaccinations, kid," instead of armed soldiers.

Venezuelan President has accused the United States of using the earthquake in Haiti as a pretext for an "imperial occupation" of the devastated Caribbean nation.

"Obama, send vaccinations, kid, send vaccinations," Chavez said during his weekly broadcast. "Each soldier that you send there should carry a medical kit instead of hand grenades and machine guns."

A contingent of 13,000 U.S. troops is "helping relief efforts".

Venezuela, the fourth-largest exporter of oil to the United States, has sent shipments of fuel, 5,400 tonnes of food, 6 tonnes of medicine, and 19 doctors to help with the recovery efforts, state media reported last week.

Chavez called into doubt the effectiveness of a U.S. hospital boat sent as part of the relief effort, saying American doctors had been unable to find patients and had to request referrals from Cuban and Venezuelan doctors.

"Why? Because they don't push their way through the debris, they don't go into the slums, where the bodies are," he said.

"It's because they're afraid. Our (doctors) aren't afraid.

"Earthquake weapon"

Meanwhile, citing a report from Russia's Northern Fleet, the Venezuelan state ViVe TV shot out a press release saying the 7.0 magnitude Haiti quake was caused by a U.S. test of an experimental shockwave system that can also create "weather anomalies to cause floods, droughts and hurricanes."

The station's Web site added that the U.S. government's HAARP program, an atmospheric research facility in Alaska was also to blame for a Jan. 9 quake in Eureka, Calif., and may have been behind the 7.8-magnitude quake in China that killed nearly 90,000 people in 2008.

The site also said, the cataclysmic ruin in Haiti was only a test run for much bigger game: the coming showdown with Iran.

According to the report, the ultimate goal of the test attack in Haiti is the United States' "planned destruction of Iran through a series of earthquakes designed to topple the current Islamic regime."

Venezuelan government television networks have focused their Haiti coverage nearly exclusively on the U.S. military presence there.

One broadcast on Saturday showed footage of soldiers, saying they were American troops surrounding the Venezuelan Embassy in Port-au-Prince.

The Jan. 12, magnitude-7 quake killed up to 200,000 people and left up to 3 million people hurt or homeless and clamoring for medical assistance, food and water.
