Four NATO soldiers were among 16 people killed by a suicide bomber in an attack on near the Bagram air base in north-eastern Afghanistan.
Ten civilians and two police officers were also reportedly among the dead in the blast in a clinic near the largest US base in the country.
"Two days ago a rocket was fired from the village of Qalandar Khil which hit the Bagram (military) base and this morning a joint Afghan-ISAF operation went there to investigate the case," Earlier, Ziaul Rahman Sayedkhili, a senior police officer in the eastern province of Parwan, said.
"There was a suicide bomber on a bicycle who detonated his explosives which killed 10 local civilians, two policemen and six ISAF soldiers."
ISAF said in a separate statement four of its servicemen were killed.
The Taliban claimed responsibility for the attack in a text message to Reuters.
The attack comes amid a mounting crisis over the presidential election result.
Supporters of losing candidate Abdullah Abdullah say he will create a "parallel government" if his rival is elected.
