The German Ministry of Economy has estimated that that Germany supplied approximately 360 tons of materials which could have been used in the production of chemical weapons to Syria between 1998 and April 2011. However, at the same time they insisted that there were no signs that the materials were used for military purposes.

The German government also confessed to allowing German companies to sell special valves and pumps that could be used to construct chemical weapons plants to Syria until 2009. However, the Ministry of Economy's report stated "during all these cases Syria demonstrated the goods would be used for peaceful purposes."

The Fest Deutsche Allgemeine Zeitung newspaper quoted an American Center for Strategic and International Studies (CSIS) study which stated that the German companies conducting the procurement processes in the 1990s were not violating German law.

Although sales fell during the reign of former Chancellor Gerhard Schroeder between 1998 and 2005, they increased once again during Angela Merkel's first term from 2005 until 2009. This trend continued even during her second term from 2009 to 2013.
