Anti-government tribes and sectarian militias have blocked the Iraqi army's entry into Anbar Province, tribal spokesman Muhammad al-Becari said.

"As the clashes between tribal militias and the army continue, the tribes do not want the Iraqi army in Fallujah. They are ready to retaliate if suddenly attacked," al-Becari said.

Clashes in Fallujah and Ramadi have been ongoing for a month. Baghdad argued that it was launching operations against the Islamic State of Iraq and the Levant (ISIL). Sunni tribes, however, stated that they have no connection with the organization and have vowed to resist until Iraqi Prime Minister Nouri al-Maliki leaves office.

Several of the region's cities are said to be under the control of anti-government forces.
