At least ten Palestinian children were killed and 45 others injured on Monday by Israeli shelling of the western Gaza City Al-Shati Camp, a Palestinian Health Ministry official said.

The official, who asked not to be named, added that the bodies of at least ten children arrived at Al-Shefaa Hospital, having been killed by an Israeli strike on a camp public park.

He added that 45 injured victims had also arrived at the hospital, describing the conditions of some of the victims as "serious".

Pools of blood lay on the ground in the Beach refugee camp garden in northern Gaza after it was hit by a huge explosion.

"We came out of the mosque when I saw the children playing with their toy guns. Seconds later a missile landed," said Munther Al-Derbi, a resident of the camp.

"May God punish ... Netanyahu," he said.

The Palestinian resistance movement Hamas, meanwhile, denounced the killing of the ten children, saying Israel managed to commit this crime because of what it described as "international silence".

"The massacre of the children of Al-Shati Camp is tantamount to a war crime," Hamas spokesman Sami Abu Zuhri said in a statement. "It provokes the feelings of Muslims during the feast," he added.

The Israeli army had, however denied any responsibility for the killing of the children.

Israeli army spokesman Avichay Adraee said bombings at the camp and at Al-Shefa Hospital were caused by missiles that were fired by "Palestinian saboteurs".

"The missiles fell inside the Gaza Strip by mistake," Adraee said on his Twitter account.

Israel launched a series of aerial strikes on different parts of the Gaza Strip on Monday, the first day in the Islamic minor feast.

The United Nations had proposed a new 24-hour ceasefire that starts at 2:00pm on Monday, but Israel had rejected it.

Hamas had earlier said that Israel refuses to any kind of calm during the Islamic feast.

Meanwhile, the Ezzeddin al-Qassam Brigades, the military arm of the Palestinian resistance movement Hamas, on Monday said that it had killed two Israeli soldiers during clashes in the northern Gaza Strip.

"The clashes erupted after Israeli forces razed farmlands in the eastern side of Jabalia city," the brigades said in a statement, noting that it had killed two Israeli troops in the battle.

"Political will"

U.N. Secretary-General Ban Ki-moon said on Monday that the obstacle to ending fighting between Israel, Hamas fighters and Palestinians in Gaza Strip was "political will."

"It's a matter of their political will. They have to show their humanity as leaders, both Israeli and Palestinian," Ban told reporters. "Why these leaders are making their people to be killed by others? It's not responsible, (it's) morally wrong."

On the other hand, Israeli Prime Minister Benjamin Netanyahu on Monday criticised a U.N. Security Council call for an immediate humanitarian truce in Gaza, saying it had addressed needs of the territory's Hamas fighters while neglecting Israeli security.

Sunday's statement by the council "relates to the needs of a murderous terrorist group that attacks Israeli civilians and has no answer for Israel's security needs", Netanyahu's office quoted him as telling U.N. Secretary-General Ban Ki-moon.

Israel's military operation, dubbed operation "Protective Edge," is the self-proclaimed Jewish state's third major offensive against the densely-populate Gaza Strip – which is home to some 1.8 million Palestinians – within the last six years.

On Saturday, rescue workers managed during a 12-hour humanitarian lull to recover the bodies of 117 Palestinians, including children and women, from the rubble of homes devastated by Israeli strikes on the eastern and southern parts of Gaza.

Apart from the human toll, Israel also destroyed 2330 Gaza housing units and partially destroyed 23,160 other apartment blocks, according to the Palestinian Ministry of Works and Housing.

Around 43 Israeli troops were also killed in Gaza combat, while three civilians were killed by Gaza rocket attacks on Israeli cities.
