The Justice and Development Party (AK Party) has submitted a proposal to Parliament seeking to replace the Supreme Court of Appeals and the Council of State with a single Court of Cassation.

The proposal, which concerns changes to the judicial section of the Constitution, says the new judicial body will be the nation's court of highest instance, delivering the final rulings in trials.

The Supreme Court of Appeals is currently the last instance for reviewing rulings and judgments rendered by criminal courts and renders verdicts upon appeal. The opinions rendered by the Supreme Court of Appeals are taken as precedents for legal rulings in first-instance courts

The Council of State, on the other hand, is Turkey's highest administrative court and reviews rulings rendered by lower administrative courts. Currently, it is the first-instance court which delivers the final opinion after any review by the Council of State.
